Open letter to N.A.Nazarbayev, President of Kazakhstan

Dear Mr. President!

We are on the threshold of a new era with the global usage of the Internet having reached a «critical mass» and Pirate Parties continuing to emerge and develop across the world, today counting 46 parties.

The beginning of the Web 2.0 era, brought forth by the implementation of innovative technologies, has coincided with the global financial crisis, which will inevitably lead to structural changes in the global economy.

Countries would get great benefits if they realize the tremendous dividents of Internet technologies and take advantage of the current situation.

They will not only gain competitive advantages in various branches, but will also turn the crisis to their advantage, thus allowing for economic growth and create new jobs based on the knowledge economy. That will have a colossal, lasting impact on national welfare.

The Internet makes it possible for enterprises to work faster and more productively as well as take and maintain the lead in their own industry sectiors through improving the process of development and implementation of new technologies.

For end users the availability of fast communication improves their living standards by allowing for a better acces to information.

Internet technologies are one of the major infrastructure items along with transport and power supply. They have a direct impact on the competetiveness of Kazakh companies on the global market.

The Pirate Party of Kazakhstan suggests to host an international conference of Pirate Parties in Kazakhstan.

We propose that the following international topics and aims be brought up for consideration:

1. Implementing free software in universities, schools and government bodies, considering global experience.

2. Adapting free licenses (Creative Commons) to Kazakh laws, considering global experience.

3. Analyzing the Pirate Parties' policies and bringing new members to Pirate Parties International

Pirate Parties can become highly qualified, impartial consultants to the Government of the Republic of Kazakhstan, which assist the government in its work and greatly increase the technological and economical progress in Kazakhstan's entire IT branch.

Pirate Parties could become high-qualified, impartial and fair consultants and advisors to the Government of the Republic of Kazakhstan, and more importantly, they could operate as large collective bodies of high expertise, capable of dramatically accelerating technological and economical progress in Khazakhstan's IT sector.

Mr. President! We encourage you to initiate the conference in spring of 2011, to allow for it in the government budget and to start implementing those plans. It would be a worthy contribution of the Republic of Kazakhstan to the development of the Internet.

Respectfully yours,

Marat Mulkubaev, Initiator of the establishing of the Pirate Party of Kazakhstan
